16.4 Engineer II
The Engineer
II is intended as a journeyman level position and or is expected to advance
to a high level of skill in a defined period of time. This
Classification applies to persons placed into this class after June 11,
2008.

RESPONSIBILITIES
The Engineer II reports to the Captain. Under direction, he/she is responsible to operate and maintain fire apparatus and all equipment contained thereon. The Engineer maintains the fire apparatus and equipment in a constant state of readiness. The Engineer drives and operate apparatus safely and with due regard for the welfare of the public and district. He/she performs fire suppression, emergency medical aid, station and vehicle maintenance duties. The Engineer is responsible for the training of new operators consistent with the District task books and the evaluation of existing operators.
Responsibility for the suppression apparatus component of the District fleet will be divided among District engineers. They will be primarily responsible for an assigned unit or units and will be the point of contact for those units as it relates to all maintenance.
EXAMPLES OF DUTIES
Ø Performs daily apparatus inspections ensuring operational readiness at all times.
Ø Responds to fire and emergency incidents, operates apparatus and performs fire suppression tasks as directed.
Ø Provides emergency medical aid to the sick and injured.
Ø Plans and provides training for volunteer and career personnel as directed.
Ø Participates in company business inspections.
Ø Maintains District stations and grounds in a neat and clean condition.
Ø Assumes responsibility for assigned collateral duties.
Ø When qualified, serves as a company officer in the absence of the Captain
Ø Performs basic maintenance, examples of which include but are not limited to:
o Fluid changes
o Valve maintenance
o The responsibilities outlined in A,B, C, & D Services excluding brake and bearing maintenance.
Ø Ensures that pump and hose tests occur on assigned apparatus.
Ø Ensures that maintenance/repairs needed for assigned apparatus that are beyond the scope of the engineer, occur and are documented.
Ø Opens task books (in conjunction with training officer) for firefighters becoming new operators and mentors them through the process.
DESIRABLE QUALIFICATIONS
Knowledge of:
Ø Fire suppression, rescue and emergency medical care principles, practices, techniques, and procedures.
Ø The Incident Command System as adopted by FIRESCOPE.
Ø Laws related to fire protection, fire prevention and the delivery of emergency medical service.
Ø Characteristics of a wide variety of flammable and hazardous materials.
Ø The principles of hydraulics and mechanical workings of fire apparatus.
Ø Knowledge of district geography, topography, roads, and hydrant system.
Ability To:
Ø Understand and follow verbal and written instructions and orders.
Ø Drive and operate all District vehicles and equipment.
Ø Express ideas clearly and concisely both orally and in writing.
Ø Establish and maintain an effective working relationship with employees, representatives of other agencies, and the public.
Ø Trouble shoots mechanical problems and makes minor repairs.
Ø Think clearly and act decisively under stress.
Ø Read and understand simple mechanical and electrical drawings that are related to the trade.
Education and Certifications:
Ø Completion of at least four California State Fire Marshal Fire Officer Classes.
Ø Rescue Systems 1.
Ø Driver Operator 1A and 1B.
Ø California State Fire Marshal Firefighter 1.
Experience:
Ø Thirty months recent experience as a career firefighter for the Diamond Springs - El Dorado Fire Protection District, or five years recent experience as a volunteer firefighter with the Diamond Springs - El Dorado Fire Protection District.
MINIMUM
QUALIFICATIONS

Education and Certifications:
Ø Graduation from High School or equivalent.
Ø El Dorado County Volunteer Firefighter Recruit Academy or equivalent.
Ø Emergency Medical Technician 1.
Ø CPR-C.
Ø
California Class B or Firefighter Class B
Driver License with Tank, Air Brake endorsements.
Ø Hazardous Materials First Responder Operations.
Ø One year of service as a career firefighter or 3 years as a District volunteer Engineer, are current on the DSP entry firefighter-EMT (Paramedic) list.
Ø Candidates must be eligible on an active list under policy104a.
Experience:
Ø Eighteen months recent experience as a career firefighter or three years recent experience as a volunteer firefighter, or equivalent.
CONDITIONS OF
EMPLOYMENT
Employees hired into this
classification after July 1, 1995 shall:
Ø Maintain Emergency Medical Technician 1 certification for the duration of employment.
Ø Maintain CPR-C certification or equivalent for the duration of employment.
Ø Maintain a valid California Commercial Class B or Firefighter Class B Driver License with Tank and Air Brake endorsements for the duration of employment.
Ø Obtain ambulance qualification within six months of appointment, and maintain that certification for the duration of employment.
Ø Satisfactorily complete all individual performance standards and Standard Company Evolutions required of suppression personnel for the duration of employment.
Ø Become qualified on all district apparatus by the end of probationary period and maintain qualification.
