POSITION DESCRIPTION

16.11 Fire Chief

RESPONSIBILITIES

The Fire Chief is the chief executive officer of the Diamond Springs - El Dorado Fire Protection District. He/she serves at the discretion of the Board of Directors of the district. The Fire Chief is responsible for the overall operation of the district, its employees and volunteers, and its property. The Fire Chief is responsible to create, support and enforce district policies, procedures, rules and regulations. He/she acts as Incident Commander at emergency incidents. The Fire Chief is responsible for the preparation, implementation and management of the district budget and long range plan. He/she establishes and maintains effective working relationships with organizations and individuals who have an impact or otherwise work with the district. The Fire Chief performs related duties as required.

EXAMPLES OF DUTIES

Ø Prepares, implements and manages district related budgets.
Ø Hires, assigns, transfers, terminates and otherwise manages district personnel.
Ø Directs and supervises personnel.
Ø Ensures compliance with district policies, procedures, rules and regulations. Takes corrective action when compliance is not attained.
Ø Responds to fire and emergency incidents, ascertains the immediate situation, takes appropriate action, and serves as Incident Commander.
Ø Prepares incident reports and other reports as required.
Ø Attends meetings of fire service and other related governmental and private organizations when attendance is in the interest of the district.

DESIRABLE QUALIFICATIONS

Knowledge of:

Ø Fire suppression, rescue and emergency medical care principles, practices, techniques and procedures.
Ø The Incident Command System as adopted by FIRESCOPE.
Ø Personnel supervision and management principles and techniques.
Ø Principles of governmental budgeting and financial management.
Ø Laws related to fire protection, fire prevention and the delivery of emergency medical service.

Ability To:

Ø Express ideas clearly and concisely both orally and in writing.
Ø Establish and maintain an effective working relationship with employees, representatives of other agencies and the public.
Ø Prepare and maintain important records and reports.
Ø Prepare budgets and manage accounts.
Ø Instruct effectively, maintain discipline, stimulate interest, and command respect of officers and subordinate personnel.
Ø Make effective use of personnel, equipment and apparatus in emergency and routine situations.

Education and Certifications:

Ø California State Fire Marshal Chief Officer.
Ø ICS Division/Group Supervisor.
Ø Hazardous Materials Incident Commander

MINIMUM QUALIFICATIONS
for Application to this Classification

Education and Certifications:

Ø Graduation from High School or equivalent.
Ø Forty semester units (or equivalent) of college credit.
Ø California State Fire Marshal Fire Officer.
Ø Emergency Medical Technician 1 (must be maintained for the duration of employment).
Ø CPR-C or equivalent (must be maintained for the duration of employment).
Ø Hazardous Materials First Responder Operational.
Ø ICS Strike Team Leader.

Experience:

Ø Eight years recent full time experience as a career firefighter, three years of which must have been at a management level.
