16.10 Assistant Fire Chief

RESPONSIBILITIES

The Assistant Fire Chief is a management employee who reports directly to the Fire Chief. Under direction, the Assistant Fire Chief is responsible for the supervision of assigned resources and personnel, and activities occurring on district property. The Assistant Fire Chief is responsible to support and enforce district policies, procedures, rules and regulations. He/she acts as Incident Commander at emergency incidents until relieved by a higher ranking officer. The Assistant Fire Chief is responsible to manage the day to day suppression and maintenance operations of the district. He/she performs related duties as assigned.

EXAMPLES OF DUTIES

Ø Directs and supervises assigned personnel.
Ø Ensures compliance with district policies, procedures, rules and regulations. Takes corrective action when compliance is not attained.
Ø Responds to fire and emergency incidents, ascertains the immediate situation, takes appropriate action, and remains in command of resources until relieved by a higher ranking officer.
Ø Prepares incident reports and other reports as required.
Ø Schedules and conducts training sessions for career and volunteer personnel.
Ø Serves as district Safety Officer.
Ø Assists the Fire Chief in preparing the district budget.
Ø Serves as Fire Chief in the absence of the Fire Chief.

DESIRABLE QUALIFICATIONS

Knowledge of:

Ø Fire suppression, rescue and emergency medical care principles, practices, techniques and procedures.
Ø The Incident Command System as adopted by FIRESCOPE.
Ø Personnel supervision and management principles and techniques.
Ø Principles of governmental budgeting and financial management.
Ø Laws related to fire protection, fire prevention and the delivery of emergency medical service.
Ø Characteristics of a wide variety of flammable and hazardous materials.

Ability To:

Ø Express ideas clearly and concisely both orally and in writing.
Ø Establish and maintain an effective working relationship with employees, representatives of other agencies and the public.
Ø Prepare and maintain important records and reports.
Ø Prepare budget requests and manage accounts.
Ø Instruct effectively, maintain discipline, stimulate interest, and command respect of officers and subordinate personnel.
Ø Make effective use of personnel, equipment and apparatus in emergency and routine situations.
Ø Drive and operate district vehicles and equipment.

Education and Certifications:

Ø California State Fire Marshal Chief Officer.
Ø Rescue Systems 1.
Ø ICS Division/Group Supervisor.
Ø Hazardous Materials Incident Commander

MINIMUM QUALIFICATIONS
for Application to this Classification

Education and Certifications:

Ø Graduation from High School or equivalent.
Ø Forty semester units (or equivalent) of college credit.
Ø California State Fire Marshal Fire Officer.
Ø Emergency Medical Technician 1.
Ø CPR-C or equivalent.
Ø California Commercial Class B or Firefighter Class B Driver License with Tank, Hazardous Materials and Air Brake endorsements.
Ø Hazardous Materials First Responder Operational.
Ø ICS Strike Team Leader.

Experience:

Ø Eight years recent full time experience as a career firefighter, three years of which must have been at the company officer level or higher.


CONDITIONS OF EMPLOYMENT
Employees hired into this classification after July 1, 1995 shall:

Ø Maintain Emergency Medical Technician 1 certification for the duration of employment.
Ø Maintain CPR-C certification or equivalent for the duration of employment.
Ø Maintain a valid California Commercial Class B or Firefighter Class B Driver License with Tank, Hazardous Materials and Air Brake endorsements for the duration of employment.
