I. General Requirements for Staff or Utility Vehicle operation
A. No record of conviction or driver license suspension for driving under the influence of alcoholic beverages or intoxicating drugs within the past four years.
B. Possession of a valid California Class C Driver License.
II. General Requirements for Apparatus Operator Certification
A. No record of conviction or driver license suspension for driving under the influence of alcoholic beverages or intoxicating drugs within the past four years.
B. Possession of one of the following:
1. A valid California Class B Firefighter Driver License.
2. A valid California Class B Commercial Driver License with air brake, tank and hazardous materials endorsements.
C. Possession of a valid Medical Examiner's Certificate or DMV health questionnaire, whichever is appropriate.
III. Apparatus Specific Requirements
A. Personnel must be listed on the Diamond Springs - El Dorado FPD certification matrix to drive and operate the following types of apparatus. Personnel may only drive and operate apparatus for which they are certified. Personnel can be certified to operate apparatus in writing by the district mechanic, a fire captain, or a chief officer.
1. Type 1 Engine (HME - Central States)
2. Type 1 Engine (Ford C-8000)
3. Type 1 Engine (Peterbuilt - Hi Tech)
4. Type 3 Engine and Squad
5. Water Tender 46
6. Truck 48
B. Successful completion of Diamond Springs - El Dorado FPD testing covering the areas listed below.
1. Driving
a. Two hours documented safe driving in the vehicle type signed by an officer.
b. Demonstrated ability to safely back and park.
c. Successful initial and periodic completion of the driver obstacle course.
2. Pumping
a. Knowledge of basic pump theory related to centrifugal pumps.
b. Ability to place the pump in and out of gear.
c. Ability to draft demonstrated by knowledge of drafting theory and applicable procedures, or by actually drafting.
d. Ability to pump to multiple hose lines from the tank, while being supplied by a hydrant, and while being supplied by a water tender.
e. Ability to add or shut down hose lines to an existing pump operation without endangering personnel due to excessive pump pressure fluctuations.
f. Ability to switch from tank supplied pumping operations to water tender or hydrant supplied pumping operations without endangering personnel due to excessive pump pressure fluctuations.
g. Ability to operate governors and relief valves effectively.
h. Ability to deal with common mechanical emergencies while pumping.
i. Successful initial and periodic completion of the pumping practical exam for the type of apparatus pump involved.
3. Classroom Training
a. After 7/1/97, all prospective driver/operators of fire apparatus, including medic units, shall view the training video, "Coaching the Emergency Vehicle Operator".
b. After 7/1/97, all prospective driver/operators of fire apparatus, including medic units, shall view the training video, "Fire Apparatus Pre-Trip Safety Inspection".
c. "Coaching the Emergency Vehicle Operator" and "Fire Apparatus Pre-Trip Safety Inspection" videos will be included in the regular annual volunteer firefighter training program.
4. Truck 48 Operations
a. Knowledge and ability to meet the requirements of the Driving and Pumping segments listed above.
b. Ability to properly spot the truck for aerial operations.
c. Ability to properly and safely place the ladder boom in service.
d. Ability to properly and safely operate the ladder for rescue, ventilation, access, and water tower operations.
e. Successful completion of the truck operation written exam.
f. Successful initial and periodic completion of the truck operations Standard Company Evolution #901.
IV. Effective Date.
Personnel must be certified to operate specific apparatus by November 1, 1992. After that date, personnel may only operate apparatus for which they have been certified.
