I.         Purpose

To establish a standardized operational policy regarding alcohol use / consumption at it applies to safe Fire District operations, in conjunction with the District’s Rules of Conduct.

 II.        Policy

A.                Any employee who has consumed alcohol within the previous eight hours should remove him / herself from availability for incident response.  Any employee who is impaired by alcohol or drug use must voluntary remove him or herself from availability for incident response.  For the purposes of this policy impaired is defined as any of the following:

1.      Legal intoxication, as defined by the California Vehicle Code, as it pertains to commercial drivers.

2.      An odor of an alcoholic beverage emanating from the person.

3.      Visible physical signs of impairment as defined by the California Penal Code.

B.                 During events in or on facilities, equipment or during activities insured by the District, at which alcohol is consumed, there must be a distinct separation.  For the purposes of this policy, the “distinct separation” is defined as:

1.                  District operated fire stations.

2.                  District insured vehicles

3.                  Any incident or request for service by the public or other agency.

a.                  An exempting for consumption and sales of alcohol will be granted to the Association for Labor Day.

C.                 Approval of any event, as described in section B., must be obtained from the Fire Chief.

D.                Alcohol related behavior that is unlawful, unbecoming or resulting in reduced public trust will not be tolerated.  This behavior tarnishes the professional image of the men and women of the Fire District.  Such behavior may result in disciplinary action.

 E.        Alcohol may not be carried in any District insured vehicle or on any District operated property without the permission of the Fire Chief.  There is a standing exemption for cooking spirits.
