I. Overview
The El Dorado County Office of Emergency Services has developed three levels of road control to be used by Incident Commanders where access to areas need control due to incidents occurring in the vicinity.
II. Definitions
A. Road Control - For the purposes of this policy, road control refers to the control of access to areas impacted by incidents which threaten those areas. This definition does not apply to traffic control when used to control traffic around operating companies at scenes such as automobile accidents and fires.
III. Control Levels
A. Level I (Restricted Travel)
Open to emergency vehicles, officials, media and residents with proper identification who are in vehicles or on foot. This level is typically used during emergencies that threaten areas but evacuation has not been ordered.
B. Level II (Escorted Travel Only)
Open to emergency vehicles, officials, media, and escorted residents with proper identification in vehicles or on foot. This level is typically used during precautionary evacuation activities where immediate threat to life has not been declared, or during post-incident activities (Re-entry).
C. Level III (Emergency Travel Only)
Open only to emergency vehicles, emergency officals, and media. This level is typically used during immediately life threatening conditions, or when it is determined by the Incident Commander that this level of control is necessary.
