I. Introduction

In the past, we have responded to any lockout when requested by the public. Concern has been expressed by private business that we are competing with private industry when we perform the lockout service when there is no compelling danger to public safety.

II. Procedure

A. We will respond to vehicle and structure lockouts only when there is a compelling public safety reason to perform the service. Some examples of compelling public safety situations are:

1. A person is locked in a structure or vehicle, and they can not get themselves out on his or her own.

2. An animal is locked in a heated vehicle and a responsible person with a key cannot be found.

3. A vehicle is left running and the responsible party cannot gain entry.

B. We will not normally respond to a lockout with no public safety concern unless a locksmith has been requested by the responsible party and the locksmith cannot be obtained.

C. The duty Captain or a Chief Officer has authority to make a determination that a public safety hazard exists and initiate appropriate action.
