I. It is the policy of the Diamond Springs - El Dorado Fire Protection District to dispatch an engine for strike team requests occurring in the county of El Dorado and the state of California. Strike team engine and personnel assignments shall be made with the intent of providing the best service to the requesting agency.

II. Notification and Responsibility

A. The decision to commit an engine to a strike team assignment shall be made at the chief officer level. A Diamond Springs - El Dorado FPD chief officer shall be notified immediately when an engine is requested for a strike team.

B. In the event that a chief officer cannot be notified, the duty Captain shall have the authority to act, bearing in mind the best interests of the district.

III. Apparatus and Personnel Assignments

A. We will supply apparatus as requested for strike team assignments within the following guidelines.

1. A Diamond Springs Type 1 engine may be sent on a Type 3 strike team request if that is acceptable to the requesting agency.

2. No more that one Type 1 engine shall be assigned out of the district at one time (Exceptions: strike team requests within El Dorado County and immediate need requests in other counties which border El Dorado County).

B. We will attempt to send three firefighters on each Strike Team engine. All engines shall include a Captain or career firefighter serving as a Captain and a qualified apparatus operator who is not the same person as the company officer.

C. Immediate Need Requests within El Dorado County

1. If Engine 49 has not already been committed, it shall respond if it is appropriate for the request. On-duty personnel shall ensure that off-duty and volunteer personnel are paged, and that they wait a minimum amount of time in order to bring company staffing up to three personnel. The time the duty crew waits will be at the best judgement of the company officer after considering all situational facts.

2. If the request is for a Type 3 engine, Engine 244 or Engine 47 shall be dispatched if a Type 1 engine cannot reasonably fulfill the request. Staffing shall be at the discretion of a chief officer (or the duty Captain, in the absence of a chief officer). Three personnel shall be sent if at all possible.

3. Personnel shall be paged to provide coverage for stations.

D. Planned Need Requests within El Dorado County

1. Engine 44 or 46 shall be dispatched for a Type 1 request, and either Engine 244 or Engine 47 shall be dispatched for a Type 3 request. The Strike Team Call-Up list shall be used.

2. If personnel on the Strike Team Call-Up List cannot be reached, personnel shall be assigned at the discretion of a chief officer (or the duty Captain, in the absence of a chief officer). Normally, this will be the next name on the list.

E. Requests outside El Dorado County

1. Engine 44, 46 or 249 shall be dispatched for an engine request. Type 3 engines will not normally be dispatched out of county. If the requesting agency insists on a Type 3 engine, we will most likely decline the request.

2. If personnel on the Strike Team Call-Up List cannot be reached, personnel shall be assigned at the discretion of a chief officer (or the duty Captain, in the absence of a chief officer). Normally, this will be the next name on the list.

3. In an extreme emergency request from a neighboring county, Engine 49 may be dispatched with the duty crew at the discretion of a chief officer, (or the duty Captain, in the absence of a chief officer).

IV. Strike Team Call-Up List

A. Intent

1. To provide timely staffing of apparatus

2. To allow all interested and qualified personnel an opportunity for strike team assignment.

3. On-duty career personnel who are on the list at the time of a request should bear in mind that the needs of the district shall prevail. If their particular position cannot be filled to allow them to leave on the strike team assignment, they may not be released from district duty.

B. Schedule

1. Strike Team Call-Up Lists shall be developed periodically to meet the needs of the district.

2. Strike Team Call-Up List assignments are made for a week at a time, 0800 hours Friday to 0800 hours the next Friday.

3. Personnel who know that they will not be available during their assigned week should notify a chief officer to that effect. They will be removed from the list , and another name shall be inserted. If an individual cancels his or her assignment, they will not be rescheduled for a different week to make it up.

4. Personnel of the same rank may trade weeks on the condition that the master list is changed and initialed by both parties. Disputes over traded week periods shall be resolved by removing both parties from the list for one week of the district's choosing.

5. The master Strike Team Call-Up List shall be kept in the duty roster binder on the Administrative Assistant's desk.

V. Personnel Compensation

A. Career shift personnel shall receive regular pay for their normal shifts, and overtime pay for other time periods.

B. Non-management forty hour career shall receive regular pay according to the MOU until 40 hours is worked in a week. Hours in excess of 40 hours in a week shall be at an overtime rate of one and one half the normal rate of pay.

C. Volunteer personnel shall be reimbursed at the OES rate for Firefighter according to the cooperative agreement.
