I. General
Shift trades shall be allowed between career employees of the Diamond Springs-El Dorado Fire District according to the following rules. These rules were developed to meet the needs of the district, to comply with FLSA and to comply with other labor laws.
II. Standards of Coverage
A. The needs of the district shall prevail in all decisions approving or denying trade requests.
B. Trades shall be allowed only between career employees of the district.
C. Trades will only be approved if appropriate minimum coverage can be maintained. Appropriate minimum coverage includes:
1. One Firefighter/Paramedic and one Service Area #7 fire suppression Emergency Medical Technician 1 on a Diamond Springs Medic Unit.
2. One career company officer or district-approved acting company officer and one career fire suppression employee who is qualified to drive and operate all Diamond Springs Type 1 engines.
III. Procedure
A. All shift trade requests for more than 2 hours shall be in writing on a district leave form.
B. Both the employee requesting the trade, and the employee agreeing to work shall sign the trade request.
C. The original signed trade request shall be submitted to the immediate supervisor of the employee being replaced prior to the trade. The person requesting time off shall be responsible for any lost time if the trade request is not signed by the employee agreeing to work. Once the trade request is signed by the employee agreeing to work, and the trade is approved, then that employee is responsible for the shift or portion thereof.
D. The immediate supervisor shall sign and date the trade request if it is to be approved. Trade requests that are not signed by the supervisor, the employee requesting time off and the employee agreeing to work shall not be valid.
E. The supervisor shall turn the trade request in to the Administrative Assistant after signing the approval.
