I. Overview

Incidents have occurred in the past where equipment has been lost or misplaced while in use off district property or from assigned apparatus. This policy seeks to ensure the accountability and/or readiness of district property at all times.

II. Use of Equipment Not Assigned to Apparatus

A. Personnel and citizens may borrow and use district property on a case by case basis. The needs of the district shall prevail.

B. Personnel may use district property on district grounds without filling out a loan slip as long as such use does not hinder district operations in any way. Permission must be obtained from the duty captain or the person in charge of the station involved prior to such use.

C. Personnel and citizens may use district property away from district grounds only under the following conditions:

1. Permission is obtained from the duty captain.

2. Such use does not hinder district operations.

3. A Property Loan Slip is filled out, signed by the duty captain and placed on file. A return date must be specified. Completed Loan Slips shall be kept on file in a three ring binder which is maintained next to the Policies and Procedures Manual upstairs at Station 49.

D. The maximum period district property can be loaned is one week.

III. Use of Equipment Assigned to Apparatus

Equipment and other property assigned to apparatus is reserved for use on incidents to which we respond. Any use, other than maintenance and training, of such property which reduces our ability to respond is not allowed.

A. Under no circumstances will district property assigned to apparatus be borrowed or used for non-district business off district grounds without the permission of a chief officer. A Property Loan Slip shall be completed.

B. District property assigned to apparatus may only be used by personnel while on district grounds when it can be replaced in such time that the apparatus can respond fully equipped after a delay not exceeding two minutes. District training and maintenance evolutions are exempted.

C. All district property assigned to apparatus that is used in any manner shall be placed in service on the assigned apparatus immediately after each and every use.
