I. Overview
The district's goal is to hire the best candidate for the job without regard to race, religion, sex or any other bias prohibited by law. Where practical, the district will attempt to offer rank and file promotional opportunities to personnel within the organization before advertising to the general public
II. Definitions
A. Management Position. A position in district service at or above the rank of Battalion Chief.
B. Promotion. A voluntary change in job classification from one district position to another, usually involving an increase in compensation and/or responsibility.
C. Rank and File Position. A position in district service at or below the rank of Captain.
III. Career Rank and File Positions
A. Individuals who meet the minimum requirements of the advertised position according to the job description shall be eligible to apply for rank and file promotional opportunities. The Board of Directors may waive specific requirements if it feels the needs of the district would be best served by such action.
B. Openings shall initially be advertised for applicants from active career and volunteer employees of the Diamond Springs/ El Dorado Fire Protection District.
C. For Firefighter Paramedic openings, the district may elect next to advertise for applications from individuals outside the district who hold El Dorado County accreditation as Paramedics. If no suitable candidates are available, or if the district chooses not to advertise in that manner, the district will attempt to select an employee(s) from “County Wide Joint Powers” Firefighter Paramedic eligibility list.
D. For all other rank and file openings, or in the event that a Firefighter Paramedic cannot be hired as outlined in item C above, the district will advertise for applications from the public. This will normally be done only when no suitable candidates are available from the initial applicants as outlined in item B above.
IV. Career Management Positions
Individuals who meet the minimum requirements of the advertised position according to the job description shall be eligible to apply for management promotional opportunities. Applications will be open to the public.
V. Testing
A. Testing for full time positions shall be by competitive process. The competitive process for full time positions may include any or all of the following:
1. Written test.
2. Oral board.
3. Incident simulation exercise.
4. Assessment center.
5. Physical ability test.
B. Candidates selected for employment may be required to pass any of the following processes:
1. Medical examination.
2. Psychological examination.
3. Background investigation.
4. Driving Record Investigation
5. Ambulance Qualification, State Licensure and local accreditation.
VI. Eligibility Lists
A. Eligibility lists of qualified candidates for each position shall be maintained for two years following the creation of the list. Candidates shall be listed in order of score from highest to lowest.
B. The Fire Chief will have the discretion to hire an employee from any of the top five names on the list. In cases where more than one vacancy for the same classification exists, one additional person in descending order from the list may be considered in addition to the top five candidates for each additional open position.
C. Eligibility lists may be extended by the Fire Chief for one year with approval of the Board of Directors.
VII. Probationary Period
A. All new employees shall serve a probationary period of twenty-four months.
1. Promotional employees shall serve no less then a one year probationary period.
B. Probationary employees shall be counseled verbally each month and formally evaluated by their supervisor every three months.
C. Probationary employees shall meet all the requirements for their position during their probation.
D. Probationary employees who fail to pass probation shall be:
1. Terminated in cases where the probationary position held is a new hire.
2. Placed back in their previously held job category in cases where the probationary position held is the result of a promotion from another district position.
E. The Fire Chief may extend probation by written notice. Probation may only be extended for the purpose of improving specific job skills.
