I. Overview
This policy statement briefly outlines the chain of command and lines of authority for the district from the top down. All PERS Safety Retirment personnel from the Fire Chief down are emergency response personnel. The primary responsibility of emergency response personnel is to mitigate the effects of emergency incidents to which district resources respond. For the most part, only primary responsibilities other than incident mitigation are listed in this document.
II. Board of Directors
The Diamond Springs - El Dorado Fire Protection District has a five member Board of Directors who are elected at large. Each member serves a term of four years. A Chairman is selected by the board members. The Board:
A. Approves the policies of the District.
B. Approves the budget.
C. Approves expenditures.
D. Bargains with employees.
E. Gives direction to the Fire Chief.
III. Fire Chief
The Fire Chief serves at the discretion of the Board of Directors. The Fire Chief normally works a forty hour work week Monday through Friday. The Fire Chief is responsible for:
A. Overall operation of the district.
B. Incident command.
IV. Assistant Fire Chief - Operations
The Assistant Fire Chief of Operations serves at the discretion of the Fire Chief, and acts as the Fire Chief in his absence. The Assistant Fire Chief of Operations normally works a forty hour work week Monday through Friday. The Assistant Fire Chief of Operations is responsible for:
A. Incident command.
B. Day to Day Operations.
C. Safety program.
D. Training.
E. Personnel.
F. Volunteer firefighter program.
V. Assistant Fire Chief - Fire Marshal
The Assistant Fire Chief - FireMarshal serves at the discretion of the Fire Chief, and acts as the Fire Chief in his absence. The Assistant Fire Chief - Fire Marshal normally works a forty hour work week Monday through Friday. The Assistant Fire Chief - Fire Marshal is responsible for:
A. Incident command.
B. Fire Prevention.
C. Fire Investigation
D. Public Education.
E. District Vehicle Maintenance.
F. Communications
VI. Administrative Assistant
The Administrative Assistant serves at the discretion of the Fire Chief. The Administrative Assistant normally works a forty hour work week, Monday through Friday. The administrative Assistant is responsible for:
A. Payroll
B. Personnel Documentation
C. Budget Maintenance
D. Meet with, provide information to and resolve issues with the public.
E. Other administrative duties as assigned.
VII. Fire Captain
The Fire Captain is the first line supervisor for personnel on duty, and is assigned to a suppression company. The Fire Captain reports to the Assistant Fire Chief of Operations. The Fire Captain acts as shift commander in the absence of chief officers. The Fire Captain acts as the duty chief when assigned. The Fire Captain normally works a fifty six hour work week on twenty four hour shifts. The Fire Captain is responsible for:
A.. Incident command in the absence of a chief officer.
B. Overall readiness and response of suppression resources.
C. Task completion at the company level.
D. Personnel supervision.
E. Platoon training.
F. Facilities maintenance.
G. Any collateral duty as assigned.
VIII. Engineer
The Engineer reports to the Fire Captain, and is assigned to a suppression company or a medic unit. The Engineer acts as a Captain when assigned. The Engineer normally works a fifty six hour work week on twenty four hour shifts. The Engineer is responsible for:
A. Apparatus/medic unit and equipment operation, readiness and minor maintenance.
B. Facilities Maintenance.
C. Any collateral duty as assigned.
IV. Engineer/Mechanic
The Engineer/Mechanic reports to the Assistatn Fire Chief - Fire Marshal. The Engineer/Mechanic normally works a forty hour work week Monday through Friday. The Engineer/Mechanic is responsible for:
A. Repair and maintenance of district vehicles and equipment.
B. Apparatus and equipment operation.
C. Facilities maintenance.
X. Paramedic/Firefighter
The Paramedic/Firefighter reports to the Fire Captain, and is assigned to a suppression company or a medic unit. The Paramedic/Firefighter acts as an Engineer or Fire Captain when assigned. The Paramedic/Firefighter normally works a fifty six hour work week on twenty four hour shifts. The Paramedic/Firefighter is responsible for:
A. Overall patient care responsibility at medical incidents.
B. Apparatus/medic unit and equipment operation, readiness and minor maintenance.
C. Facilities maintenance.
D. Any collateral duty as assigned.
XI. Volunteer Firefighter
The Volunteer Firefighter reports to the Fire Captain, and is assigned to a station. Volunteer firefighters respond to incidents when paged, and are not compensated for their time except for training shifts and selected strike team assignments. Volunteer Firefighters may be hired on a part time basis to fill vacancies on the duty crew.
