Subject:  Board Meetings

I            Purpose

To create consistency in the delivery and timing of agendas and supporting materials for regular District Board meetings.  To define the process for the District Board meetings.  Reference California Health and Safety Code 13853. 

II.          Agendas

A.        Staff will prepare an agenda that considers the following:

1.         Roll Call – Correspondence – Adoption of Agenda - Approval of Minutes – Payment of Bills - Staff Reports - Old Business ‑ New Business – Major Purchases  ‑ Public Comment/Input – Employee Input - Adjournment.

2.         Agendas shall be prepared in advance of the regular meeting and advertised in accordance with Section 54954.2 (a)[1] of the California Open Meeting Law (Brown Act).  Staff will make all reasonable efforts, in compliance with applicable law to:

(a).    Provide public documents related to agenda items and board packages.
(b).    Assure all public noticing deadlines are met.
(c).    Provide access to all citizens desiring to participate in the Districts’ board process. 

B.        A Board member requesting that an item be placed on the agenda shall do so prior to the required posting date for the month.

1.        The board member requesting an agenda item will be responsible to provide to staff any related material to be included with the board package.

C.        The public may request an item be placed on the agenda prior to the required posting date for the month.  The item requested shall be an information item for the board or an action item with staff recommendation.

D.        The Board shall adopt the agenda at the beginning of the meeting and may take the following reasonable actions:  call for recess, change of sequence of business, waiver or yielding of time, deletions and additions for information only or action if they meet the requirements of the California Brown Act.

E.        Agendas and related material shall be made available to the public either through the mail or by coming to 501 Main Street, Diamond Springs, CA during regular business hours.

1.        Persons requesting the agenda by mail will be required to pay postage at the rates set by the United States Postal Service for 1st class mail.

III.    Meeting Times:

A.        Regular Board meetings will be held on the second Wednesday of each month, at 7PM (1900 hours) in the Conference Room at of Station 49, located at 501 Main Street, Diamond Springs, CA 95619.

B.        Special Board meeting shall be scheduled as required with proper notice.

1.    Special Board meetings may be called by the Presiding Officer or a Majority of the Board.

C.        Date, location, and time may be temporarily changed, with cause, by a majority vote of Board Members.

D.        All meetings are open to the public and shall comply with the closed meeting reporting requirements of the California Brown Act.

IV.    Process:

A.        The Presiding Officer shall be the President or a Board member designated by the Presiding Officer or acting in the absence of the Presiding Officer.

B.        A quorum will consist of a majority of Board Members. Should less than a majority be present, the Presiding Officer shall announce that no meeting will be held due to lack of a quorum. A time and date shall be set for a special meeting by the Presiding Officer.           

C.        The Presiding Officer may take the following reasonable actions:  call for recess, change of sequence of business, waiver or yielding of time, deletions and additions for information only or action items, provided that the requirements of the California Brown Act are met.

D.        Public participation is encouraged at Board meetings. The Presiding Officer may place equitable time limits on individuals.

E.        The Board Secretary will draft Board Meeting minutes. Minutes will be placed on file at the Districts main office, 501 Main Street, Diamond Springs, CA 95619. Public viewing may be conducted between the hours of 8 am to 5 pm, Monday through Friday.
